DUTIES AND RESPONSIBILITIES OF THE
LINCOLN COUNTY FIRE MARSHAL’S OFFICE

The Lincoln County Fire Marshal’s Office was established May 2nd, 1988 and operates under the direction of the Lincoln County Manager and Lincoln County Commissioners.

The Lincoln County Fire Marshal’s Office is responsible for planning, coordinating and administering the countywide fire service programs involving inspections, plan reviews, fire code enforcement, fire prevention, and fire & life safety education programs.

The Fire Marshal’s Office assists local fire chiefs and fire departments in all areas including upgrading (ISO) ratings, training as needed, truck & equipment inspections as needed. Our office assists them with service testing of their trucks and other equipment as needed. We also respond to fire scenes when requested.

The Fire Marshal’s Office handles the volunteer fire department’s budget that the County established to cover some of their operating expenses. This includes workman compensation, ordering of radios and other equipment, education & other supplies, printing, repair & maintenance of radios and pagers, purchase medical services, service & maintenance contracts and training grounds. The Fire Marshal’s Office looks after the contracts between the county and volunteer fire departments and the contract between the county volunteer fire departments and the City of Lincolnton Fire Department.

The Fire Marshal’s Office is responsible for collecting all fire reports for the county from all the fire departments and then compiling the information onto the computer and forwarding the information to Raleigh. Our office assists the fire departments with sending information to the Office of the State Fire Marshal and VFIS. Our office also assists the Office of the State Fire Marshal and other agencies when requested on special projects and during emergencies.

We are also responsible for the investigations of fires in cooperation with local and state law enforcement agencies. We assist the fire chiefs and departments in determining the cause and origin of fires.

The Fire Marshal’s Office assists fire departments in performing hydrant flow tests and maintenance on the hydrants. Our office will be helping with the color-coding of each hydrant to match the NFPA coding standards. Insurance agencies and businesses can contact our office for this information.

Our office assist the Emergency Management Coordinator at incidents involving the McGuire Nuclear Station, natural and man-made disasters, mass casualties incidents, search & rescue operations and hazardous material incidents when requested by their office. The Fire Marshal Office may function as Assistant Emergency Management Coordinator for the county at times when requested by their office.

On July 1, 1991 the Fire Marshal’s Office became responsible for the enforcement of the North Carolina Building & Fire Prevention Code in Lincoln County, which the state has made mandatory for all jurisdictions in North Carolina. It is the Fire Marshal’s responsibility to do plan reviews of all commercial & public buildings before permits are issued. He inspects new buildings as they are being constructed to assure that they meet Volume V of the NC Building Codes. Our office then inspects existing commercial & public buildings according to the standards the State of NC has set up.

STRATEGIC GOALS FOR THE FIRE MARSHAL’S OFFICE

   Strategic Goal # 1. To educate the public on fire prevention and fire inspection policies. Our goal is to assist in making our businesses, schools, places of worship, places of assemblies and homes a safer place to work, play and live.
   Strategic Goal # 2. Provide community and emergency services to all communities.
   Strategic Goal # 3. Educate the citizens of Lincoln County on fire & life safety issues.
   Strategic Goal # 4. To assist in the fire cause and determination of fires that occur in Lincoln County. When requested, our office will respond to assist in fire investigations.
   Strategic Goal # 5. Seek out cooperative agreements with all response agencies in the region to provide the most effective and efficient public safety service.
   Strategic Goal # 6.

To respond to hazardous materials incidents to assist in reducing the damage to property and personnel injuries.

   Strategic Goal # 7. To work with all fire departments in upgrading their ISO ratings, training, and equipment to ensure compliance with N.C. Rating Bureau Standards and ISO Standards.
   Strategic Goal # 8. To assist Lincoln County Emergency Management with natural and man-made disasters, mass casualty incidents, any emergencies dealing with McGuire Nuclear Station to mitigate the hazards and damage to property and personnel injuries at all emergencies.
   Strategic Goal # 9. The Fire & Life Safety House, Patches & Pumper and characterization will be used to help educate the citizens of Lincoln County in an effort to reduce the number of injuries and deaths due to unintentional accidents.
   Strategic Goal # 10. To assist in training when requested for by the 12 fire departments that serve Lincoln County and any other organizations or business when requested.

The Lincoln County Fire Marshal is responsible for overseeing the planning, coordinating, and administering of the countywide fire service programs involving inspections, plan reviews, fire code enforcement, fire prevention, fire investigations, and fire & life safety education programs.

The Fire Marshal serves on the Emergency Services Advisory and Planning Council, Lincoln County SAFE KIDS Coalition and the Buckle Up Program. He is a member of the Lincoln County Firefighters’ Association, Lincoln County Juvenile Fire Setter Program, NC IAAI (state arson organization), Western NC Firefighters’ Association, Western Fire & Life Safety Education Association, NC Fire Marshal’s Association and the NC Firemen Association. As a member of the Lincoln County Firefighter’s Association, he works with this organization to promote fire & life safety education in the County. He also assists with any requests that the association needs to fulfill their goals.

The Fire Marshal is certified in several areas and he maintains those certifications by attending training and workshops each year. The areas of certifications are: fire inspections & code enforcement, fire service instructor, hazardous materials response & instructor, live burn instructor, emergency vehicle driver response & instructor, fire & life safety education, fire fighter certified level II, and arson investigation all these certifications are State Certifications.

The Fire Marshal works with surrounding counties Fire Marshals and other organizations when requested.

The Fire Marshal responds to fire calls, and other emergencies when requested. He is on call 24/7 at this time due to a shortage of manpower.

Sherry has an essential position with this office. She performs skilled clerical, technical work. She assists the fire marshal with responsible administrative tasks, and she prepares and maintains personnel and purchasing records. In this position she also serves to assist in executing important operational or staff functions. Sherry is usually the first person you meet when coming into the office or calling on the phone. She receives, screens and provides visitors with information or directs them to appropriate personnel. Sherry prepares and maintains files and records for our office and county fire departments. Sherry schedules inspections or fire & life safety talks.
