North Carolina has fail-safe voting procedures in place that allow voters who have unreported moves, no record, jurisdictional disputes, and other reasons to cast a provisional ballot.

Beginning in 2004, voters who have cast a provisional ballot can call after the official canvass to find out if their ballot was or was not counted. If the ballot was not counted they can find out the reason. Only the voter who cast his or her provisional ballot has the right to learn if the ballot was counted and will be given instructions at the time the ballot is cast on how to obtain this information.
