Water Meter Replacement

Lincoln County Government is soliciting bids for the removal and replacement of approximately 850 manual read water meters with electronic read water meters. The actual quantity being replaced will depend on actual field conditions therefore; this will be a unit cost contract and the county will pay for the actual number installed.

This project requires a Licensed General Contractor. The contractor shall open each meter box, check the current meter and replace only manual read meters. The existing meters are 5/8” x ¾” in size and all are located within setters with ¼ or½ turn lockable full port ball valves. It is estimated that 1% of the meters are located in asphalt or concrete. Service lines on Lincoln County’s side of the meter that were installed after 1993 are Type “K” copper and service lines on Lincoln County’s side of the meters installed prior to 1993 is Polyethylene “Black” tubing. It is unknown what type of line has been installed on the customer’s side of the meter. The replacement meter will be the same size (5/8”x 3/4”) and must be model number B12-A31-A01-0101A-1 3G DS USG PLST BTM manufactured by Master Meter and meets new lead free standards. For standardization and compatibility of our radio read equipment there will be no exceptions and or substitutions allowed for the meter.

The contractor shall include warehousing of materials, office space (if applicable), door hangers, meters, labor to install meters and any incidental supplies that may be necessary to complete the installation. The contractor shall notify customer with door hangers at least one day in advance and as a courtesy just prior to shutting the water off knock on the door to see if anyone is home for a verbal notification.

The County will provide the contractor with an address list for all meters with existing meter numbers that are to be replaced. The replacement meters will be installed in locations specified by the County that are within the same “billing route” or “routes” and therefore will be within reasonable proximity to one another.

The County will also provide the contractor with a change out form that the contractor must complete on each meter that is changed. The form will have data such as the existing meter number, the last old meter read, the new meter number, the new radio number, and the current new meter read. These documents (forms) must be turn in to Lincoln County Public Work Department on a daily basis. The county does not have GPS or digital picture information to provide.

All removed (old) meters are the property of Lincoln County and must be accounted for and returned to the County.

INSTRUCTIONS TO BIDDERS
Bids must be delivered in a sealed envelope to the address listed above no later than 2:00 pm on Thursday, January 09, 2014. The outside of the envelope must be marked “Response to RFB No. 2014-0109 – Water Meter Replacement, Lincoln County, North Carolina” Envelope must also bear, on the outside, the name of the bidder, the bidder’s address, and the bidder’s Contractor License number. All bids must be made on the bid form provided and included in this document, or as may be provided by Addendum prior to bid
