REEPSVILLE ROAD INTERCONNECTION 
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Reepsville Road Interconnection will be received, by Lincoln County, at the office of the Lincoln County Manager’s Office, C/O John Henry, Purchasing Agent, 353 N. Generals Boulevard, Lincolnton, NC 28092, Phone: 704-736-8478, E-mail: , until 2:00 PM EST local time on Tuesday, February 23, 2021, at which time the Bids received will be “publicly” opened and read.  Due to COVID-19, this bid opening may be conducted through WebEx. This will be addressed in a future addendum.
All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “RFB-2021-0223 Reepsville Road Interconnection” The inside and outside package shall include the Contractor’s License Number.

The project consists of supplying, installation, startup and related construction services associated with the Reepsville Road Interconnection to be performed in two (2) divisions as summarized below:

1. Division 1, Schedule A - Reepsville Water Line:
a. Approximately 33,800 LF of 12-inch diameter ductile iron water main along Reepsville Road between the City of Lincolnton interconnection at the proposed Reepsville Road booster pump station and Hoover Elmore Road;
b. City of Lincolnton interconnection at the proposed Reepsville Road Booster Pump Station; and,

2. Division 1, Schedule B - Hoover Elmore Water Line:
a. Approximately 10,000 LF of 12-inch diameter ductile iron water main along Hoover Elmore Road between Reepsville Road and Cat Square Road; 
b. County of Lincoln water system connection at Cat Square Road; and,

3. Division 2 - Reepsville and West Lincoln Booster Pump Stations:
a. The Reepsville Prefabricated Booster Pump Station, two surge tanks in an underground vault, electrical supply with generator backup, piping to connect to supply and discharge water lines, site work to support the construction and long term operation of the booster pump station, and connections into the Owner’s SCADA monitoring system; 
b. Modifications to the existing West Lincoln Booster Pump Station to allow water to flow from the Western Pressure Zone to the Central Pressure Zone.

Bids will be received for a single prime Contract.  Bids for Division 1 shall be on a unit price contract and bids for Division 2 shall be on a stipulated lump sum contract, as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. – 5:00 p.m., and may obtain copies of the Bidding Documents from the Plan Room as described below.
Bidding Documents may be viewed and ordered online by registering with the Plan Room at https://www.tpm-charlotte.com.  Please note that only Registered Plan Holders may submit a bid as a General Contractor.  Following registration, complete sets of Bidding Documents may be downloaded from the Plan Room website, aka TPM Charlotte, as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable.  Upon receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Plan Room will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.

A mandatory pre-bid meeting to permit the Bidder to clarify the details of the project and other requirements as presented in the project documents will be held with Covid-19 safety protocols at 10am local time on February 2nd, at the Lincoln County Farmers Market, 225 West Water Street, Lincolnton, NC 28092. 
Bid security shall be furnished in accordance with the Instructions to Bidders.

This project is partially funded by the State Revolving Fund (SRF) and as such is subject to Federal rules and regulations as stated in the project specifications including the Davis-Bacon Act and the American Iron and Steel Provisions. 

Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
