INSTRUCTIONS TO BIDDERS

Bids must be delivered by US mail, or other means as listed above no later than 5:00 pm on Tuesday, May 28, 2013. Please mark the envelope with the following: Bid Enclosed, Bid # 2013-0528 – Culture Center Roof.

A. GENERAL INFORMATION

Scope of Project:
Lincoln County Government is soliciting bids for the removal of and replacement of the shingle roof on the Culture Center located at 403 East Main Street, Lincolnton, NC 28092. This project will consist of approximately 5800 square feet of roof area. The project will also include the removal of the existing chimney and the cleaning and sealing of the metal wrapped concrete gutters. The removal of the chimney below the roofline will require plywood or roof decking to fill the opening created from the chimney removal before installing felt underlayment and shingles. Cleaning of the guttering is required before applying one coat of an elastomeric sealing material. Roof decking damage observed during the removal of the existing shingles and underlayment shall be brought to the attention of the owner immediately remediation.

Protection and care is to be taken not to damage the adjoining rubber membrane flat roof.

Pre-Bid Site Visits:
A mandatory pre-bid question and answer session and site visit is scheduled for 10:00 am, Thursday, May 16, 2013 on the front steps of the Culture Center (403 East Main Street). This meeting will address items such as staging areas, operational priorities, and scheduling. These items along with questions addressed during the pre-bid site visit session will be formally answered via an addendum. The addendum will be mailed to all in attendance. The mailing of the addendum will be on or before the close of day on Friday, May 17. The addendum will be posted on the county’s website.

Material Requirements:
The contractor shall install a felt underlayment equal to 30 pounds felt (per manufactures installation requirements), and 30 year architectural shingles. The perimeter roof edges and all valley lines should be of a 36” width Peel and Stick modified material. All roof edges will require new .040 aluminum drip edge. All flash penetrations and mechanical curbs must be per manufacturer requirements. The existing copper flashing at the Coppola bell tower will be re-used. All other flashing will be removed and replaced with new .040 mil finished kynar coated aluminum slip/step flashing piece. The elastomeric coating material shall:
 
A minimum of a 10-year limited warranty will be required for the elastomeric sealing material used on the metal covered concrete guttering.

The county will make the color selection of the shingles, flashing and elastomeric sealing material from standard color selection after bid award.

Warranty:
The contractor shall provide a minimum of a one (1) year warranty on materials and labor with a manufactures warranty of 30 years on the shingles.

Debris Removal/Disposal:
The contractor shall include the hauling and proper disposal of all debris to include but not be limited to underlayment, shingles, and packaging materials from the site. The staging and work area is to be kept clean and free of debris at all times.

Equipment and Outdoor Facilities:
The contractor shall provide all equipment and facilities necessary for the duration of the project. This shall include but not be limited to boom truck or sky track to load and unload the roof surface, necessary electricity, and bathroom facilities (Porta-John).

Safety:
The Contractor shall provide all necessary safety measures for the protection of all persons on the job site. The Contractor shall adhere to the rules, regulations and interpretations of the North Carolina Department of Labor relating to the Occupational Safety and Health Standards for the Construction Industry (Title 29, Code of Federal Regulations, Part 1926 published in volume 39, Number 122, Part II, June 24, 1974 Federal Register), and revisions thereto as adopted by the General Statutes of North Carolina 95-126 through 155. The Lincoln County Culture Center is a public facility in which at times there is exceptionally heavy foot traffic. The Contractor shall ensure that all employees are constantly alert and exercise caution and good judgment when moving between locations in the performance of their work.

Environmental Data:
Where applicable, environmentally safe products shall be employed in the performance of this contract.

Laws:
The Contractor shall comply with all Federal, State and Local laws and regulations.

Contractor Employee Policy:
The Contractor agrees that it has, or will secure at its own expense, all personnel required by the Contractor in performing the services under this agreement. Such personnel shall not be employees of, or have any individual contractual relationships with Lincoln County Government. The Contractor agrees to be responsible for and shall provide supervision of all its employees working under this contract. The Contractor shall ascertain that all its employees abide by the following rules: 
  1. The job Superintendent will check in every morning with the site supervisor to facilitate operations and ensure smooth communications.
  2. They shall wear an identification badge or distinct uniform provided by the Contractor at all times while on the premises.
  3. They shall possess a valid NC Driver’s license to operate any licensed vehicles and for identification.
  4. They shall not engage in idle or unnecessary conversation with county employees, other employees of the Contractor, tenants or visitors to the buildings.
  5. They shall not remove any article or materials from the premises, regardless of its value or regardless of any employee’s or tenant’s permission. This is to include the contents of or any item found in trash containers in or around the premises. Trash items are to be placed in receptacles designated for that purpose.
  6. They shall report any property loss or damage to their supervisor immediately. The supervisor shall report loss or damage within 24 hours to Lincoln County in writing, specifying the loss and the location and extent of damage. Failure to report such information, as required, may be construed as default of the contract.
  7. They shall abide by the rules and regulations set forth by Lincoln County, which affects the performance of their work.
  8. Upon written request of the County to the Contractor, any of the Contractor’s employees that fails to abide by these or other rules and regulations established by Lincoln County Government, subject employee(s) will be immediately removed from the job by the Contractor and replaced.

Award:
Lincoln County’s intent is to award the project with the issuance of a Purchase Order.

Start and Completion Date:
Time is of essence for this project which will require the contractor to start the project within 14 days of the issuance of the purchase order and shall finish the project within 14 days. The awarded contractor will need to schedule with the county the actual start date.

Payment:
The Vendor shall submit an invoice to the Department as listed under the using agency of Lincoln County Government. Payment terms are Net 30 after approval of invoice.

Taxes:
Taxes are to be listed separately on the bid form and invoice. Lincoln County is not tax exempt.

Freight:
FREIGHT TO BE INCLUDED IN BID PRICE
TOTAL FOB DESTINATION BID. NO ADDITIONAL FREIGHT WILL BE ALLOWED.

Bid Award:
The owner will issue a Purchase Order to the successful bidder. The Bid Award will be made to the lowest responsible, responsive bidder and shall be awarded no later than May 31, 2013. Upon award, the contractor shall contact Mr. Donnie Fields (704-736-8467 or 980-429-0028) to schedule the actual date that the project will start/complete. The County reserves the right to reject any and all bids or proposals, to waive any technicalities associated with the bid or proposal, and to make the award that it deems in the best interest of the County

THE COUNTY RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS OR PROPOSALS, TO WAIVE ANY TECHNICALITIES ASSOCIATED WITH THE BID OR PROPOSAL, AND TO MAKE THE AWARD THAT IT DEEMS IN THE BEST INTEREST OF THE COUNTY.
