Sealed bids, subject to the conditions contained herein, will be received by Lincoln County for the “Lincoln County Airport Sewer” until 2:00 p.m. Local Time, Tuesday, February 12, 2013 and then publicly opened and read at 115 West Main Street Lincolnton, NC 28092 for furnishing all labor and materials and performing all work for construction of a GRAVITY SEWER, PUMPSTATION AND FORCEMAIN.

The project consists generally of 2,800’ of 8” Gravity Sewer Pipe, and 17,300’ of 6” Force Main and all related appurtenances.

The CONTRACT DOCUMENTS AND PLANS may be examined at the office of Goodwyn, Mills and Cawood, Inc. in Greenville, South Carolina and PlanWell Planroom, Carolinas AGC Plan Room Charlotte, NC, Reed Construction Data and McGraw-Hill Construction Network.

Copies of the CONTRACT DOCUMENTS AND PLANS may be obtained from the Goodwyn, Mills & Cawood, Inc. – Mary Catherine Price upon payment of $100.00 for each set which includes printing, reproduction, shipping and handling by U.S. Mail, etc. Deposit shall be refunded in full to each prime contractor bidder within 20 days after bid opening, provided the bid documents are returned in clean, reusable condition within ten (10) days after bid opening. No partial sets, individual pages or drawing sheets will be provided.

A Mandatory Pre-Bid conference will be held at 10 a.m. local time on Tuesday, January 22, 2013 in the Board of Commissioners Room, Third Floor Citizens Center, 115 West Main Street, Lincolnton, NC 28092. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon and will not be binding or legally effective.

All bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex or national origin. All bidders must comply with title VI of the Civil Rights Act of 1964, the Anti-Kickback Act and the Contract Workhours Act. The attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. All bidders must make positive efforts to use small and minority owned business and women business enterprises in accordance with 41 CFR 60-4.

The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the lowest and most responsible bidder. All bidders must comply with requirements of the Contractor's Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.

All Contractors preparing Bids for the referenced project shall submit a list of similar projects "successfully completed" in the last 2 years, having the same scope of work with construction cost similar to or greater than this project. All Bidders bidding in amounts exceeding that established by the North Carolina State Licensing Board for General Contractors must be licensed and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in which the Proposal is delivered.

No bidder may withdraw his bid within 90 days after the opening thereof. Bids may be held by the Owner for a period not to exceed thirty (30) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the contract. Any Contract(s) awarded under this invitation for Bids are expected to be funded in part by a grant from the U.S. Economic Development Agency. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Invitation for Bids or any resulting contract.

All bids should be submitted in the Contract Specifications Book as issued by the Engineer. All bids must be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidder’s license number, address, name of the project, and Lincoln County Project No. 2013-0212. Envelopes containing bids must be addressed as follows, and delivered to the Lincoln County Manager’s Office, John Isenhour, Purchasing Agent, Third Floor Citizens Center, 115 West Main Street, Lincolnton, NC 28092. “LINCOLN COUNTY AIRPORT SEWER"
