GENERAL INFORMATION

The Board of Elections is a three member board which is appointed by the State Board of Elections every two years. County Board members take an oath of office and begin their two year terms on Tuesday following the third Monday in July of odd numbered years. No more than two members of the County Board of Elections shall belong to the same political party.

The Board of Elections oversees and administers all elections held in the County of Lincoln and the City of Lincolnton. The Board is responsible for the registration of new voters, up-date of voter records due to changes of address, name, party affiliation, etc. The Board must keep these records in a current and readily available condition as well as protect the safekeeping of these records. Currently Lincoln County has approximately 40,000 active and inactive voters. The Board of Elections is also responsible for checking petitions requiring signatures of registered voters, filing notices of candidacy, monitoring of certain campaign expenditures, maintaining records of past elections and individual voters' records, as well as all attendant requirements of these responsibilities.

The Director of Elections and Board Members are responsible for determining precinct lines and training all precinct workers in order to have registration available and to make registration and voting as pleasant and convenient as possible for the citizens of Lincoln County. In addition to the conduct of elections and registration of voters, the board handles filing of candidates for office, conducts hearings concerning violations of the election laws and procedures. Information on all aspects of every election must be available to all segments of the general public.

The office staff of the Board of Elections is answerable to the Lincoln County Board of Elections, the State Board of Elections, the U.S. Justice Department, and to the residents of Lincoln County. Our primary responsibility is to conduct elections for this County in a fair and impartial manner according to the North Carolina General Statutes and the Federal Election Laws. The Board of Elections is considered to be an independent entity but the board of commissioners must finance the cost of the elections as well as the salaries and operating expenses of the elections board members and their staff.
