Highway 73, S. Ingleside Farm Road and Old Plank Road Water Line Extensions


Sealed Bids for the construction of the Highway 73, S. Ingleside Farm Rd, and Old Plank Rd Water Line Extensions may be mailed to the attention of John Henry, Purchasing Agent, at Lincoln County, P.O. Box 738, Lincolnton, NC 28093 or will be received by Lincoln County, C/O John Henry, Purchasing Agent at Lincoln County, 353 N. Generals Blvd., Executive Conference Room, Lincolnton, NC  28093, until 2:00 PM EST local time on Tuesday, June 4, 2019, at which time the Bids received will be “publicly”  opened and read. 

All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “RFB-2019-0604 - Highway 73, S. Ingleside Farm Road, and Old Plank Road Water Line Extensions.”  The Inside and outside package shall include the Contractor’s License Number.

The project consists of supplying, installation, startup and related construction services associated with the Highway 73, S. Ingleside Farm Rd and Old Plank Rd Water Line extensions to be performed in two (2) divisions as summarized below:

1.                   Division 1 – Schedule A - Highway 73 Water Line:

  1. Approximately 532 LF of 24-inch water line along NC Highway 73 from the eastern end to Ingleside Farm Rd.; 
  2. Approximately 19,100 LF of 16-inch water line along NC Hwy 73 from S. Ingleside Farm Rd. to Lambs Way Rd. including piping and valve connections for the proposed Booster Pump Station; 

2.                   Division 1 – Schedules B and C - S. Ingleside Farm Rd. and Old Plank Rd. Water Lines:

  1. Approximately 6,480 LF of 12-inch water line along S. Ingleside Farm Rd. from NC Hwy 73 to Old Plank Rd.;
  2. Approximately 5,920 LF of 12-inch water line along Old Plank Rd. from S. Ingleside Farm Rd. to the entrance of the Duke Energy Power Plant; and,

3.                   Division 2 – Booster Pumping Station:

  1. A booster pumping station consisting of a duplex split case, horizontal, skid mounted packaged booster pump system, sodium hypochlorite storage tanks, chemical metering pumps and related piping and controls, masonry building, by-pass piping, pressure regulating valve (PRV), backup power generator and connections into the Owner’s SCADA monitoring system.
  2. The booster pumping station is to be located at or near Anderson Creek.  Provisions will also be made to by-pass water, around the booster pumping station, from the Central Zone to the East Zone by remote SCADA controlled pressure reducing valve.

Bids will be received for a single prime Contract.  Bids for Division 1 shall be on a unit price contract and bids for Division 2 shall be on a stipulated lump sum contract, with alternate bid items as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. – 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and ordered online by registering with the Plan Room at www.wkdickson.comPlease note that only Registered Plan Holders may submit a bid as a General Contractor. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of the Bidding Documents will not be available from the Issuing Office.

A pre-bid conference will be held at 10:00 A.M. EST local time on Tuesday, May 14, 2019 at the Killian Creek Wastewater Treatment Plant located at 7085 Old Plank Road, Stanley, NC.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
