Lincoln County is requesting that qualified firms and organizations submit a Statement of Qualifications to provide professional planning services to develop and deliver a corridor mobility study that analyzes three corridors in eastern Lincoln County. The study will have a significant public involvement component. Study components will include data collection and analysis of existing conditions along the three corridors (NC16, NC16 Business and N. Little Egypt Rd./St. James Church Rd.). Deliverables for the study are anticipated to include a series of transportation design alternatives that will include long-term improvements with mid-term solutions guided by funding options/opportunities. Submittal information, scope of services, statement of qualifications content, selection process, and general terms and conditions are summarized in this request for qualifications.

Statements of qualifications shall be submitted no later than 2:00 PM on Thursday, February 7, 2019. Submit statements of qualifications addressed to:

Provide three (3) hard-copies and one (1) electronic copy, on a flash drive, of the statements of qualifications.  Respondents shall provide responses in a single bound volume.  Respondents are encouraged to be mindful of the environment and prepare responses economically and simply.  Double sided printing is recommended.  Responses shall be limited to 10 sheets total (20 pages total if double-sided) including a cover letter, cover, and separation pages or tabs. 

All questions, clarifications, discrepancy in, or omissions and interpretation concerning this request for qualifications shall be submitted in writing no later than 5:00 PM, Monday, January 21, 2019 by email, to .  The County will issue addenda in response to questions and to provide clarifications before 5:00 pm, Wednesday, January 23, 2019.  No contact shall be made with County personnel other than the contact listed above for Questions, Clarifications, and Interpretation.  The County will not be responsible for any oral representations or instructions.
